Dues & Utilities

St. Cloud homeowners pay HOA dues through Keystone Connection. Water usage and trash service are billed through MeterNet, and Waste Management handles trash pickup. Find links, schedules, and contacts for each service below.

Dues

Pay your HOA dues online through Keystone Connection, the homeowner portal run by Keystone Pacific Property Management. You can make a one-time payment, set up automatic payments, and check your balance.

New users: select Sign In, then Create Account, and enter your property information exactly as it appears on your billing statement.

Water

St. Cloud residents are billed for water usage and trash service through our billing service, California SubMeters (CSM). To setup your CSM account please contact Stephanie Velasquez at stephanie@calsubmeter.com or (858) 321-7505. If you’ve already established your account you can login HERE.

Waste Management

Trash Pickup is every Thursday. If an observed Waste Management holiday occurs Monday through Thursday, pickup moves to Friday that week. For the current holiday schedule and service-delay updates, see Waste Management’s Oceanside Holiday Schedule.

Container Rules

  • Place containers only in your unit’s designated collection area.

  • Containers may be placed out no earlier than 4:00 p.m. on Wednesday.

  • Remove containers and store them in your garage by 10:00 a.m. on Friday.

  • Clearly mark every container with the owner’s address.

  • Need an address decal? Email the HOA.

  • Please do not roll containers between 10:00 p.m. and 7:00 a.m. Rolling bins can be disruptive to nearby residents.

Bulk-Item Pickup
Each household receives two free bulk-item pickups annually. Reserve a pickup at least 24 hours in advance by calling (800) 266-7551 or emailing wmservice@wm.com.

Broken or Damaged Cans
If your trash, recycling, or organics can is broken, contact Waste Management directly at (760) 439-2824 or request a cart exchange online here.

Waste Management owns the cans, so the HOA and Keystone cannot repair or replace them. Waste Management will exchange a can once a year at no charge, including cans that are damaged.
